Where Windows 95 Stored Desktop Icons and Wallpaper

In Windows 95, desktop icon positions and background configurations were not saved in a standalone text file, but were instead stored in the user-specific registry hive file named USER.DAT. This article explains the role of USER.DAT in saving user-level preferences, the registry keys responsible for retaining desktop icon coordinates and wallpaper settings, and the auxiliary legacy files Windows 95 maintained for backward compatibility.

The Role of USER.DAT

Windows 95 departed from the heavy reliance on .INI files used in Windows 3.1, transitioning system and user configuration into a centralized database known as the Windows Registry. The registry was split physically into two distinct hidden files:

  • SYSTEM.DAT: Handled machine-wide hardware, drivers, and global configuration.
  • USER.DAT: Stored user-specific preferences, customizations, and shell states.

By default, on a single-user installation, USER.DAT was located in the root Windows directory (C:\WINDOWS\USER.DAT). If multi-user profiles were enabled via the Passwords control panel, each user's unique settings were isolated within their profile directory (C:\WINDOWS\Profiles\<Username>\USER.DAT).

How Desktop Icon Positions Were Stored

When you repositioned shortcuts or system icons on the desktop, the Windows Explorer shell did not update a plain text list. Instead, it serialized the coordinate data into binary streams upon system shutdown or logoff.

These coordinates were written to USER.DAT under the following registry path:

HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\Streams

Subkeys (such as Streams\Desktop or entries within ShellState) contained binary blocks representing the absolute X and Y pixel positions of each icon. Because these positions were saved in memory during a session and only committed to USER.DAT during a standard shutdown, an improper power-down or system crash frequently resulted in icon layouts reverting to their previous positions or default alignments.

Desktop Background and Wallpaper Configuration

The desktop background settings—including the selected bitmap (.bmp) path, wallpaper display style (centered or tiled), and pattern configuration—were also managed primarily within USER.DAT.

These settings were stored in human-readable string values under:

HKEY_CURRENT_USER\Control Panel\Desktop

Key values included:

  • Wallpaper: The direct file path to the designated .bmp image.
  • TileWallpaper: A string set to 1 (tiled) or 0 (centered).
  • Pattern: The numeric values defining custom bitmap patterns applied behind or without a wallpaper.

Legacy INI Synchronization

To maintain backward compatibility with 16-bit Windows 3.1 applications that expected settings in legacy files, Windows 95 automatically mirrored background settings to WIN.INI and CONTROL.INI located in C:\WINDOWS\.

While these .INI files existed and reflected changes made through the Display Properties control panel, the operating system treated USER.DAT as the authoritative source of truth during startup and normal desktop operation.
