What Happens to Downloads During iOS 12 Downtime
When Downtime activates in iOS 12, it restricts access to apps and silences notifications, but its effect on background downloads depends on how the transfer is handled by the operating system. While native system transfers and active background download tasks managed by iOS will generally complete their current files, third-party apps restricted by Downtime cannot wake up in the background to initiate new downloads or process completed data until the Downtime schedule ends or an override is granted.
System-Level Downloads
Core iOS services are exempt from standard Screen Time limits. Tasks managed directly by the operating system continue uninterrupted during Downtime:
- iOS Software Updates: Over-the-air firmware updates continue downloading and preparing in the background.
- iCloud Syncing: Photos, backups, and document synchronization through iCloud continue to transfer data normally.
- App Store Updates: Automatic app updates scheduled by the system continue downloading in the background.
Third-Party Background Transfers (URLSession)
For third-party applications like media streaming services, podcast
players, or cloud storage clients, background downloads rely on iOS
background transfer services (NSURLSession /
URLSession):
- In-Progress File Transfers: If an app initiated a
download managed by the system daemon (
nsurlsessiond) before Downtime began, the operating system will finish downloading that specific file to temporary storage. - Completion Processing Blocked: Under normal circumstances, iOS launches the app briefly into the background once a download finishes so the app can move the file and update its database. During Downtime, iOS suppresses this background wake-up for restricted apps. The downloaded file remains in limbo until the user unlocks the app or Downtime concludes.
- Download Queues Halted: Because the restricted app cannot wake up, it cannot initiate the next file in a download queue. Multi-item queues will effectively pause after the active transfer finishes.
Standard In-App Downloads
Downloads that rely on active app run-time rather than system background daemons cease almost immediately:
- If an app was downloading files actively in the foreground when Downtime triggered, the Downtime overlay immediately suspends user access.
- Once suspended, standard background execution limits apply. Any active networking thread not offloaded to a background URL session will be terminated by the operating system within seconds.
Always Allowed Exceptions
Any app added to the "Always Allowed" list in Screen Time settings bypasses Downtime rules entirely. Background downloads, completion handlers, and download queues for these specific applications function as normal without any throttling or suspension.
